    Absolutely Peter - it is "the broken window syndrome"

    People do this sort of thing for many reasons, but to be be honest for most it is "because they can", they can "because they wont get caught" and even if they do "no-one will do anything".

    Frankly we need a couple of very prominently publicised prosecutions for littering, dog-fouling and fly tipping in the town to show that it is taken seriously and will not be tolerated
