Actually the 'free' pass is exactly the sort of thing that KCC should be cutting back on just now (not that it should ever have been introduced).
The same as the ridiculous winter fuel allowance. As I've said before if the oldies are feeling a bit of hypothermia creeping up there's loads of wooly pullys in Oxfam. I know as I often shop there. (It's rather disquieting to realise how many people with 42"chests are dropping dead).
However the last thing the Conservative Party want to do is to be seen as the nasty party, limiting the 'rights' of rich oldies like me, to be driven across the country for free and to spend winter wearing shorts at home as I stoke up the boiler with other people's money just because I can!
We've never had it so good (or as warm) etc etc!
