  The easiest answer to obviate this right away, before any permanent solution could be worked out, is to insist that each bus MUST pull up to the stop before boarding can begin, in bad weather anyway.
  Puddling goes with bus stops. When the good weather leads to rucks forming in the heated tarmac.
  It is a great pity that problems like this are left to the public to muddle through.
