It derives from this government 'initiative', which was all over the media in May. Don't you remember the cycle vouchers, and GPs 'prescribing' cycling as a cure-all?

Guidance will 'tell [my italics] councils to reallocate roadspace for significantly-increased numbers of cyclists and pedestrians. In towns and cities, some streets could become bike and bus-only while others remain available for motorists. More side streets could be closed to through traffic, to create low-traffic neighbourhoods and reduce rat-running while maintaining access for vehicles.'

Funding's in two phases, the first for 'temporary' pandemic projects, the second for longer-term projects. (The Dover scheme's a bit tardy to be in the first category, as the pandemic finished ages ago, and the epidemic was over in May.) KCC was allocated £1.6m for phase 1, and £6.4m for phase 2.

And, just for BD's attention, 'a further push is being made to encourage drivers to purchase an electric vehicle.' I'm certain the slaves in the DRC's cobalt mines will be happy our government's raising our 'environmental consciousness' to a higher level.
