    To an extent Tom but I would probably define it down further than that to Where one human can look at another Human in pain and distress and walk away.
    The reasons for that are many. The wrong people in the job , overtierdness , over work. Managerial presures , lack of skill , lack of funds , disintrest , callousness etc they can all come into play. None of them are acceptable.
