  The Court of Appeal ruled that Newcastle City Council must fund flying lessons for a failed asylum seeker, even though he is due to leave Britain next year. The council will also have to foot the bill for his younger brother to study for a degree at Manchester Metropolitan University, meaning the final bill could come to £40,000. A council spokesman said: "This case is based on a novel and complex aspect of law which we felt it important to clarify. The courts have now clarified the position and we are bound to abide by their ruling."
