    Of course it is and one easily and appropriately delegated and left to the relevant Minister. Indeed far bigger decisions too can, should and are delegated also. The PM should only be involved in broad policy and as long as the Minister is making decisions in line with that policy and the law then that is good. The BSkyB matter is not one of government policy but for ministerial decision making.

    You remind me of how Labour operate in being unable and unwilling to trust individuals to get on with their responsibilities. I remember back when you lot were in charge at DDC how officers would moan privately about how your bunch could not make chairman decisions and always had to refer back... Not an efficient way to operate.
