  It must be a regular thing. Five squares have been fixed fairly recently and four more, fixed earlier, are again broken.

  The railing of Christ Church steps leading from Folkestone Road to Military Road is regularly being broken, fixed and then broken again, for the past month or so: ripped right out of the wall by the bolts.
  Now it is again broken.
  
  What is going on? Windows smashed, railings ripped out.
