Just bringing this to front again as folks have mentioned the A2!
This is a Freedom of Information request I made to the Highways Agency following a couple of meetings that I attended as a rep of Lydden parish council to a meeting of 'partners' regarding lighting removal and layby closures on the A2 single carriageway bypass from the Shepherdswell junction to Whitfield.
In summary, the HA ignored the independent risk assessment that said there was a 33% more likely incidence of personal injury accidents and used their own figure of 12% increase (which is bad enough anyway) in preference, and my personal view is the HA just cynically regard it as done deal purely based on finances, no matter what the evidence shows or others views are on road safety.
