  We'd heard that DTC had got lots of blue paint left over and were wondering if those pillars would look better the same colour as the bollards

  that may look like rust to you simon but to the cultured eye it can be described as civic brown.

  i believe that is one of its many uses brian, over in folkestone they like to make clear what their street furniture is for.
