    But, Brian, KCC have made statements on how they are worried about the effects of the expected immigration on Kent.
    Thus people believe that KCC does have powers to stop the immigration from Romania and Bulgaria.

    Although, as you state, the powers actually lie with the central Government, most people here in Kent won't see it like this this.
    They will believe that Labour and the Tories who are campaigning in Kent for the County elections are intent on upholding EU policies, in accordance with their respective party policies (Labour and Tory/LibDem)
