    Planting by the full moon is based in folklore. As the moon pulls the tide it also causes moisture to rise in the earth which then encourages growth. Seeds apparently absorb more moisture during the time of the full moon. The best time to turn over garden soil is during the last quarter of the moon (decreasing moon phase) because that's when the water has dropped to its lowest point meaning there is less moisture in the soil.
