The article makes a general mistake:
"His attack on so-called "benefits tourism" came as the five-year-old quotas limiting the number of people from Bulgaria and Romania, which joined the EU in 2007, to work and live in Britain are set to expire. That could lead to thousands of workers from those two countries setting off to wealthier parts of Europe in search of jobs."

That is what T. Blair said referring to workers from the Eastern EU states that joined in 2004, that thousands would come. Instead of thousands, they were hundreds of thousands, becoming millions, counting just those who came to Britain, including those who have come and gone, and not counting those who went to other western countries in the EU.

So exactly the same mistake is now being made by D. Cameron. They would be hundreds of thousands from Bulgaria and Romania, eventually millions.
