Noticed this morning that a few shops in town had a notice in their window saying that begging is illegal and that people should give any money to a registered charity. I thought aggressive begging was against the law but simply sitting down with a hand out or a cup on the ground was ok otherwise there would be arrests on a daily basis.

It is illegal under the vagrancy act, but would be a ridiculous waste of resources to enforce it.

A few weeks ago I got some money from an ATM. A well known "lady" approached me asking for 70 pence for a cup of tea. I said that I was sorry I had no change at all. She said "Well make it a fiver, I'll give you 15 quid for one of those £20 notes".
I declined the offer.

A couple of weeks ago I was in town when I saw a man with a paper cup in front of him, squatting on the ground while he was arguing with someone on his mobile phone.

Two of the "homeless" live in council flats, one on Shooters Hill the other in George Street.

Here's another one to watch, I have never seen them in Dover yet but have in Canterbury. Some are real though...

They are real, just a very basic sculpture that looks quite impressive. Shame they all seem to do the same one.

These are solid sculptures that are moved from town to town and they "play" with a bit of loose sand to make it look as if they are finishing it off!

Always had doubts about them as every one that I have seen is at the same stage of construction.

I can only go by personal experience in that I watched one of these guys empty a sack of sand on to the floor next to his tablecloth and when I came out from my appointment he had about half a sand dog done.
