    howard;
    in answer to your question it's the council.

    with regard to the general terms, those that are responsible tin rattlers good on them .
    but these others that howard refers tio get a big cut of the money(well there company does).

    to explain further;

    st johns ambulance decided to have a private collect d/d on the doorstep
    this private company got 25% of any d/d in the first 3 years reducing year on year

    this private company could afford to own homes across the country by the millions they were raking in.
    when i used to give to charity i was under the impression nearly 100% went to the charity sadly thats far from the truth.

    red cross was another that decided to use a private compan rather than spend dosh on tv adverts.
    you get told by this company that they dont take a cut
    but in reality they are given millions a year money that red cross would have used on tv advertising.

    the private companies cllecting for red cross also owned homes across the uk.

    now when you give to charity in the street i always thought thats w-here it went
    i now look a lot closer before i give to charity

    i dont wish to line the pockets of some private company
