During my time with Hellfire Corner I don't think anyone complained about the sound level, well not to me at any rate. This may have been due to the fact that those nearby, i.e. Stembrook are mostly elderly and probably enjoyed the 40's music.
When I did the Horticultural Shows (this year it's Pets in The Park) I was mindful of the fact and kept the M.O.R. style of music at a moderate level.
By contrast during Priory Forum Fun Days there were complaints from as far away as the housing where Castlemount School used to be. These were local pop groups and I would suggest that it was the style of music rather than the volume.
There is no hard and fast rule laid down by Environmental Health regarding volume level which makes it difficult to judge whether what you are doing is allowable.
As to the fair, well, I don't know how they get away with it.
