  Howard: either return to prison if on license (the clue is in the words) or be arrested for the crime. Not returned to prison if they have finished their sentence.
  
  Marek - what you say is so accurate. And one thing to remember is that most of us are or know a crim! Have you been less than truthful with expenses? Driven too fast? Had a drink too many and got in to your car? Lost a business? Criminality is, as Marek implies, "bigged up" by the tabloids. I need hardly point out the tabloids relationship with the courts. Clearly, people who present a danger are in a different place, but we really should check our responses to the concept of criminality.
