    Keith, the DfT stated in the Decision Minister's letter that there are other options to finance a T2 at Western Docks, that it won't be through DHB privatisation.
    I don't see any reference to DHB being disbanded or replaced either.
    To be quite frank, Keith, I can't see the Government not using a future toll system to get Dover's port traffic to finance road developments in and around Dover, starting at the very docks.

    Don't forget that Western and Eastern Docks belong to the same DHB, and I'd be surprised if DHB do not follow suit on my proposal for a toll to finance construction of a T2.
    I don't know how you read through DfT statements, Keith, but they seem to be quite clear.
