Currently, the A14 improvement scheme in Cambridgeshire is being considered for tolling. The M6 is already being tolled.
Neil does not seem to accept that these tolls are also for lorries, for all vehicles, as too is the Dartford tunnel.
So any other new road system built using the toll system would also include lorries paying, Neil, regardless of any other basic toll that may or not be charged on lorries which you mentioned.
I'm of the impression that DPPT simply have not followed up on what is being decided in the DfT and, more generally, by the Government, as Neil's latest post proves.
We're talking here of a recent development to devise a toll to be paid individually on new roads that will be built, and the impression i have is that this could also apply to a ferry terminal or to a bridge, as both are road-related.
Furthermore, this mode of finance does not envisage in any statement released by the DfT a form of borrowing money to finance such road facilities, hence the rejection of the DHB bid, and, sorry Neil, most likely the DPPT version too.
