    i.m not a full supporter of the pp but find myself disagreeing with you which may look like i am.

    In your post you state;

    DHB in your proposal would be the administrating authority(not running it like now then)

    and it would come under local council control(your words) passage of control from national govt to local
    thats not for me im afraid
