For some it is still more lucrative to stay on benefits than work in Dover. Considering the relatively low rents in the area £23,000 would provide a very comfortable lifestyle.

Low in comparison to the rest of the South East Heike, the rent you quote comes out at under £8000 p.a. which still leaves £15000 grand left over even after the benefit cap. That is why work doesn't always pay for some.
