Could the supposed culprits be, Len A and Len B?
Are the Lens in the frame? Does this story have legs? Where may the truth lie? On the face of it, on the face of it.

Perhaps Nick was trying to make a spectacle of himself. I hope Nick and his staff are all ok, I'm sure Nigel would have beaten them off.

To be fair if you get a call of a firearm being seen you need to get resources there,
3 imitation guns found
had the police not responded they again would have been wrong(in the eyes of some)

Better they acted on the information than there being a tragedy, not a pleasant incident but never going to be if there is the potential for loss of life, well done Kent Police.

once there is a report of a firearm they have to respond with the belief that the report is correct.

Just had the following sent in from Kent Police...
Police received a report from a member of the public that a handgun had been seen at around 2.50pm on Tuesday 18 December in Tower Street, Dover.
Both unarmed and armed officers attended the High Street and four teenage boys were arrested in Ladywell and in the High Steet. Three imitation firearms were recovered.
The four boys are currently in custody.
A Kent Police spokesman said that there had been no armed robbery of a business in the area and the response of officers was proportionate to ensure public safety in a busy area following the report of a firearm being seen.

I am surprised that somebody would even consider writing a letter of complaint, nobody was hurt and the police were only doing what I would expect them to do.

"Mr Bailey said one police officer did come in and apologise for the disturbance."
Things could have been explained a little more fully and efforts could have been made to lessen the continued drama, perhaps. This may have allowed things to return to normal sooner rather than later.
Again there exists an urgency to ramp-up the story which may have led the optician to say things too soon and for his remarks to be circulated with more haste than speed.
There is little indication of any attempted armed robbery, regardless of the headlines.
Well done to the Police for the rapid capture of the miscreants.
Pity about the over-long heightening of tensions, but there's nowt as queer as...
