  Ignoring the media hype, this particular case would seem to be the result of a wholesale failure of this poor chap's support networks, most notably including his family. He was a functionally blind agoraphobic, yet according to his sister his family were unaware of his financial plight until after his death. How so? Without excusing the failures by social services, one has to ask why his family left him to his fate. We can't expect the state to do everything for us. Charity begins at home.
