  I was not sure about Iraq either that was why I did not include them, although they are not exactly a poor country but after the war possibly need some help. Russia and China have a thriving economy, India has a lot of very poor but it also has some very rich as do so many countries claiming poverty. No country that can afford or even waste money on a space programme needs our aid.
