  Howard - no not a u-turn, it was the level of aid that was protected (wrongly in my opinion) not those to whom it is sent. If it it is being stopped to these countries it does not follow that the total amount of aid is being reduced.
  
  Russia and China certainly should not receive aid. Not sure about the situation in Iraq now, the reconstruction may be done and oil revenues flowing so stopping it there may also be right. India - an interesting one that, they have some very poor areas, some of the poorest in the world and yet they can afford a space programme....
