The plans might not be what DDC would prefer but with that building almost anything is better than the eyesore that is there at the moment.
If DDC definitely wanted one less flat they would have refused the last application, therefore the plans can not be that bad.

The approved proposal is a vast improvement on the previous version that tried to squeeze 9 flats in by such canny moves as not specifying any internal doors and skimping on windows, internal storage and communal storage for rubbish.
