Seems to be the bigger cities, although I am surprised at Chatham and Gillingham.

The Medway towns have had a bad reputation for many years so I wasn't surprised when they came in 4th, 5th and 6th. A better picture would be seen if they divided the number of offences by the population of each town/city, I bet Maidstone would come out much better.
