Much the same in Folkestone Heike, I think it is an English thing due to our inclement weather. I read an article many years ago that we always expected the worst to happen after planning a picnic.

More free Government money (that we as tax payers provide) about to be wasted on some project that I suspect most locals really do not need or want, like the Dame Vera Western Heights idea or those stupid Market Square arches.

'Dover named as a priority town for culture and creatively by Arts Council England'.
Some of this money must surely go to KM Group headline-writers and sub-editors to teach them the difference between a noun and an adverb.
But I suspect it'll be used to provide a sabbatical for our MP to write a series of Mills-and-Boonish bodice rippers which will be available gratis from artistically re-imagined parklets.

Well actually, our MP writes (or at least tweets): "Excellent news that our area has been awarded special status as a top 10 area for creative and cultural potential by @ace__london. This is welcome recognition for our rich historic heritage and active arts community across Dover, Deal and our district."
This strikes me as somewhat geographically more broad (some might argue 'inclusive') than the town-based article, but I lost the plot over whether or not top 10 = priority.
