  Hammerite's OK, but you still need 2 coats. Peter. But it will need painting over every so often, more regularly than if you use a specific anti-rust paint followed by an overcoat (2 coats).
  
  Wire brushes and sanding paper and electric sanders can be used indifferently, but sanding paper will be quicker than a wire brush on flat or rounded surfaces easy to reach. For corners and gaps wire brushes come in handy.
