23:3983158It could be the rear (Drum?) brake has frozen, take off the hubcap and wheel and place a lump of wood on the drum casing, then whack it hard with a mallet The sharp shock should free it.

10:1783184Guz, Hi mate, if that doesn't work, it may have some debris in it from the slush small stones and mud etc. Little rock in gear forward and backwards will free it off but the wheel / drum will have to be removed for cleaning, that is presuming that you have rear drums and not disks.
