    BarryW.you have to be kidding? First: there is no deterrance effect - if there were the jails would be empty. Second: the appeals process has to be that long because so many mistakes are made, some intentionally. Third: sitting on death row for 20 years would be enough of a deterrent if any deterrance ever worked. That alone indicates the lack of any deterrance effect whatever we put in place. It is not punishments that deter - there is usually some synapse in those repeat offenders or risk takers that disables their perception orf risk. it is not as simple, sadly, as punishment=deterrance.
