    It's an attempt by the Government to put a £500 a month cap on housing benefits.
    Many people in London, and perhaps some other large cities, pay higher rent, so get higher housing benefit if unemployed.

    But quite a number of people on housing benefit live in a relatively large house, and Gov. doesn't want there to be the impression that to be on benefits is better than working.

    I'm not too sure myself what to say about it, other than that Gov. create more job-vacancies for the unemployed British.
