  With a little learning on the subject of human nature and either a copy of the Electoral Register or some other, perhaps age specific, list of phone numbers.
  Or maybe its all just random. Perhaps blocks of phone-usage-time can be bought so cheaply that these companies only need one 'fish' for every few thousand castings of the net.
  
  I suspect an even easier money making ploy is used via mobile phone texting for this and other schemes whereby responding to such a message nets them pounds from your account in the blink of an eye.
  
  They say that cats used to be sold as pigs in ye olde markets...some things never change.
