Mr Lansley warns that the reforms outlined last month will not meet the Coalition's "commitment to maintain gold standard pensions".
He says the proposals are set to prompt public sector workers to stop contributing to their pensions which "would increase pressure on the social security budget" as people rely on state benefits to fund their retirement.
The Health Secretary describes parts of the reform proposals as "inappropriate" and "unrealistic" and warns they will hit women health workers particularly hard.
The emergence of a Cabinet rift over one of the most toxic areas of Government policy is likely to alarm David Cameron, who is facing national strikes over the issue in the autumn. It had previously been thought that Conservative ministers were wholly supportive of the plans.
However, the Health Secretary oversees Britain's biggest public-sector employer and has now sided with health workers over his Cabinet colleagues following the row over NHS reforms.
it seems unrealistic to suggest that pension scheme design should be based on the assumption that a predominantly female workforce would need to work full time 48 year careers in future to receive a full pension. It is also difficult to see how this meets our commitment to maintain gold standard pensions."
In the five-page letter, Mr Lansley criticises other parts of the proposed reforms - drawn up following a report for the Government compiled by former Labour minister Lord Hutton - for being particularly unfair to NHS workers.
