b) the town team got the k college students to lug them down there to set off the hoardings.
c) someone at the marina playing a practical joke.

a lot of activity seems to be going on at present what with this and the buddleia wipe out - pot holes up military hill have been treated to white paint which normally means kent highways are planning a cheap job on them. - Brian Dixon
