I think we all know something has to be done but what is surely the question.
London Road is the only road out of the middle of town going towards Whitfield so the slightest problem causes hold-ups, similar to Barton road and Maison Dieu coming into town.
The article mentions "vehicles regularly cause congestion problems" in Pencester Road, which is not something I have noticed, in fact it always seems to be one of the better free flowing roads.

Can't see the point of putting the bus stops on York Street. Completely out of the way.
What would the actual benefits of reversing the one-way system? I can't see any.
How would making the one-way system two-work? You would have to stop all parking to make the roads wide enough.

I suppose the consultants had to come out with something radical to justify their charges. Pencester Road works well enough when there are not problems elsewhere. Maison Dieu road needs some sort of traffic calming measure as evidenced by the signs in many of the front windows there.

In sunny Redhill (soon to be my ex-home town), they recently changed from one way to two way, and there were a surprising amount of adjustments that were made at the same time: junction re-alignments, changes to pedestrian crossings, a new set of traffic lights, an extra mini roundabout for the car park entrance and white arrows through the vast majority of the system to remind road users of the change. An expensive project that essentially leaves a two way ring road.

Going back to the early 70s, the construction of York St was the worst act of vandalism in Dover since 1944, destroying a historic area similar to Brighton's Lanes that could now be pulling in visitors to the town and supporting many businesses.
It was justified on the basis that it was needed to take dock traffic away from the town once it had come down Folkestone Road, which was then the major route.
During pre-construction excavations much archaeology was found that would have been destroyed with the original plan, so an alternative design was accepted (put forward by an individual if I recall right) to raise the height of the carriageway and preserve the archaeology for future generations when the road wasn't needed.
Well if the dual carriageway is now so little used that one lane can be considered for a bus station then the time has surely come to think creatively about restoring that archaeology for the benefit of the town and visitors to enjoy. There is so much else in that area that could be included, and a ready made visitor centre virtually on site at The Discovery Centre.
If the bus station needs to move then why not to the Maison Dieu Road car park by the Health Centre? It's off-road, is already a coach park, and is more central to facilities than York St.
