Perhaps this counts as an attempt by the Tories to increase public involvement in local matters. By vastly increasing the numbers of those with objections to put their concerns in writing.
Is this;
A- Saying, "Please become involved with all matters planning;intricate,sticky-legal and time consuming."
B- Saying, "Don't bother the Council unless you can get two handfuls of neighbours to be as interested and committed as you say you are."
[is there a page where they say how much notice will be taken of the results of this poll?]

actually i lost interest in the link about halfway through so cannot comment.
i find most national and local documents are designed to confuse and therefore discourage people from delving deeper into things.
