I think the entry is for the Customs Watch House. The pier head in question would have been the South Pier and the Customs Watch House was in the vicinity, see link below. The Customs would have been keeping a lookout for vessels which were entering in order to pay them a visit. There would have been no accommodation for a visiting station master at the original Admiralty Pier railway station as it was just a narrow platform under the parapet overhang.
