    The public notice from the Highways Agency in today's Dover Express states that a new 30mph "temporary speed restriction" will come into force at the Roundhill Tunnels on 25 July - WAIT FOR IT - for approximately twelve months, and have a maximum duration of eighteen months. Are they seriously saying that the sixth richest economy in the world cannot repair a bridge! I think the good people of Dover, Folkestone, and indeed the whole country, deserve an explanation from the chief executive of the Highways Agency and Secretary of State for Transport as to why they are incapable of such basic tasks as maintaining the country's roads.
