  I can't see any short term solution Martin despite the utterings from politicians.
  
  The answer might be on the spot fines(practiced in much of Europe) and if not paid immediately impounding the vehicle if they are blocking roundabouts or access roads. A logistical nightmare of course but thinking ahead the long game would mean that Eastern European hauliers would be subject to the same costs as our own therefore making it more of a level playing field.
