    I've just received the independent risk assessment for this project, and I was told as it was by FOI request it had been put on the HA website, but it's not there yet http://www.highways.gov.uk/foi?s=A2&year=2013,

    Neither is the project though all others in Kent are http://www.highways.gov.uk/roads

    Interesting bit here that would be worth remembering and telling your insurance company about if you're involved in an accident at night on the soon-to-be-unlit stretch -


    "It is noted in this report that the PIC (Personal Injury Collision) saving the HA have asked us to use may underestimate the PIC saving street lighting can provide and may not prove to be a satisfactory representation of the accident mitigation potential of street lighting at this site.

    The PIC saving that the Street Lighting Engineer advises should be used in the financial analysis is 33% as professionally advised by independent Road Safety Engineers, not 12.5% instructed by the HA due to the multitude of hazards (including junctions) within the scheme extents.

    Section 6.1 shows what the potential financial benefit of the lighting scheme is predicted to be using the Road Safety Engineers advised PIC saving. This analysis shows that there is a good economic benefit as a result of installing the new lighting scheme.

    If the new lighting scheme is not funded for construction due to the implied poor economic performance indicated by the 12.5% PIC saving, the road user could be at a greater risk of being involved in a PIC during the hours of darkness.

    In this instance the HA will be the holder of this risk."
