    The Highways Agency manager in charge of this is the same one that told me at a public meeting that a predicted 12.5% increase in personal injury accidents following removal of lighting and closure of laybys on the single carriageway A2 between Lydden Hill and Whitfield was a "technical issue".

    An FOI request for an independent risk assessment report showed the prediction was 35% increase but Highways Agency chose to ignore this and invent their own figure. No surprise I'm cynical about this announcement.
