I've now had a reply from DDC and reproduce it below.
"Good Morning Councillor,
The Contractors are responsable for any mess that they make during the refuse collection operation and if they have moved these bags which have then split they should clear up the mess or they can incure a penalty cost. I will speak to the contractors and ensure that it is checked and cleared and also remind the crew of their responsabilities.
The other item is Horticulture but I do know that cleaning up cuttings is not part of the contract, if they leave a mess behind after we have cleaned areas.

I'll now contact the Horticulture department, but I suspect that as it is NOT in the contract to clear up grass cuttings, they w0on't be.
It is easy to ask that it is included, but it would add enormous costs to the already expensive contract if they were to spend time raking up the grass from every site they cut grass and I don't think we can afford to do that - but I'll ask.
