Yes it is Howard, they had closed the road last Thursday evening whilst they were resurfacing. It was chaotic with buses having to take an alternative route

pencester hasnt been resurfaced yet,and its proving a hazzard.one elderly lady triped over this afternoon near m&s car park entrance and craked the back of her head open.pcso's [2] and fast responce medic where on scene as i walked past, ambulance turnd up a 2 minuits after i did.there has allso been unconformed reports of other people triping/falling over in pencester.
ps,they did strip the road and put one layer on,but there is still a lot of raised iron work in the road.and an inch gap between the undercoat and the top of the gutter.

This why Pencester hasn't been finished:
Cancellation of Tonight's Closure - Pencester Road, Dover - 22 March 2013
Tonight's (Friday 22nd March) closure of Pencester Road, Dover has now been cancelled due to predicted adverse weather conditions.
There have been 2 missed dates for this location, with new dates to be advised, once known.
Apologies are given for any inconvenience caused by this change.
All resurfacing works are weather dependent and heavy rain or low surface temperatures prevent the works being carried to a satisfactory standard.
The Kent County Council 24-hour Customer Contact Centre phone number is 08458 247 800 - ask for Resurfacing Team."

As the bad weather was forcaste well in advance why did they start the work in the first place.
What they should have done is highlighted things like that manhole with yellow paint so it shows up, for once health and safety really should have been enforced.

Whether they should have started or not can be up for debate (but I would have thought that checks would have been made with the Met. Office beforehand), but their letter explained quite clearly why they cannot continue.
It is a shame though that it was left with those raised drains etc. but Pencester is a slow road and they can be avoided.

Slow road or not the raised the drains etc should be marked for the benefit of pedestrians who cross the road and might not notice them.

The poor lady in #8 is so terrified to cross the road she's contacting the emergency services.

Thank you David for sending me back to #8. Previously it was only the incongruity of the 'RAMP' sign beside the spoon-full of tarmac set against the kerb that caught my eye, but no.
The 'RAMP' sign is there to warn motorists of the sharp rise in surface levels when navigating the 'T' junction.
If a warning is thought necessary for trained and tested navigators of the highway, why is there nothing to tell pedestrians that the road surface is (at the very least) uneven?
I note too that if there had been a sprinkling of snow, it would have obscured the pedestrian hazards, but the 'RAMP' sign would remain plain as day.
P.S.
I would rate the novel drops from pavement to road at the kerb as the greatest danger to life and limb.

Why cross Pencester .Surely a walk to the top of the road and cross over into Biggin Street a lttle further to walk but better to be safe than sorry. We need the road resurfaced and it cant be easy as during the day the traffic is churning it up.

That might be the correct or sensible way to cross the road but a great many including myself do not.
