    I find it interesting that the Belgiums have a totally different implementation of the EU wide anti smoking legislation. There smoking is still allowed in bars and cafes (at the owners discretion) except between 12 & 2 when the main lunch trade is being conducted, however restaurants have (rightly in my view) a complete ban on smoking. Now this seems to me to be the sensible pragmatic approach to the smoking issue, banning it where food is sold for on-site consumption, but allowing owners to respond to the demands of their customers.
