    You'd be surprised what some planning committee members vote down Howard - some bury themselves in minutia and won't/can't see the bigger picture - the greater benefit, even when it's an outline planning application.
    If the District is to grow and prosper, some brave decisions will (and do) have to be made.

    They hadn't submitted any plans before because they were determining what facilities would be there (birthing units etc.); I guess now that they have gone through that process, it should be all steam ahead.
