  Also in a lot of residential areas where would people park? It would move the problem somewhere else.

  I would imagine that they would only be installed in certain areas where there is no necessity to pavement park. Let's not forget London doesn't allow any.

  And who in their wisdom would decide that? I can see a lot people complaining about burst tyres etc

  I could see the benefit in some areas, but it is only polite to pull onto the pavement while say unloading a piece of furniture or taxi helping person to the door with shopping so as to not hinder the traffic flow.
  As to terror prevention how fast does he think a car needs to be going to kill someone!

  A good example of an imbecile being allowed to own a car occurred two days ago in my road. The driver decided to stop almost at the junction of the Folkestone Road even though the whole of that side of the road was devoid of vehicles. She could me see walking down and had plenty of time to pull her wing mirror in(I still probably couldn't have got through anyway, she was so close to a wall).
  
  She looked at me in disbelief when I scowled at her as I walked into the road and probably doesn't know what she had done wrong. I'm still quick enough on my feet to avoid traffic speeding past but anyone with mobility problems or pushing a buggy would be putting their life in danger.;
