The problem started when prosecutions moved from the police to the C P S .
Crown prosecution service is politically controlled from Westminster.

i don't think that is the case here keith, it was not referred to the c.p.s.

Yes indeed, a rum do.
With me ol' 20:20s on. It would have been far more satisfactory if the main charge had been Manslaughter from the off.
Then there would have been a greater chance of a guilty plea, and an ABH slam-dunk.
Minimal court time and a truer picture of the incidents.

They can only submit for prosecution after investigation, the C P S will return the decision to prosecute or give a caution
