I think you will find (unless things have change in last two years) that some Scout Groups in Dover are stronger in membership than others, some may have waiting lists but most will not. The other thing to remember is Scouting includes Girlss, as long as there is a female Leader in the Groups/Sections.
The hardest thning in Scouting these days is getting the Leaders, People do not want to get involved like they used to and a lot of that is due to the regulations which are in place and in some cases have to be. The days of "I will come along and help out" have long gone.
It is still a great Movement and one that moves with the times and there are some good Groups here in Dover.
