Darren, you might find prospective councillors are unwilling to do that because of
predetermination. The link shows the law is being reviewed and may well have been by this time, but it used to be a councillor couldn't speak or vote on an item that they had previously promoted, in order to prevent bias or even corruption.
Perhaps one of our district councillors could clarify the current situation.
